Council-wide dog rules, beaches and named places

Rules added

Across the district: pick up and carry a bag or other means to clear up.
No dogs in the play areas at Beacon Park (junior), Darnford Park, Saddlers Wood, Stowe Pool (junior), Stychbrook Park, Darwin Park, Chase Terrace Park, Burntwood Park and Hawksyard.
Proposed: dogs on a lead (2 metres max) in the fenced play area behind Hill Ridware Village Hall. The Drayton Bassett Park lead rule was dropped after consultation.
