Havering Council: dog rules

Council-wide dog rules, beaches and named places

We've only partly added this council's dog rules. Check the source for the full order.

Partly added

Havering has consulted (to 23 October 2026) on a borough-wide order covering dog fouling and irresponsible dog ownership.

Consultation closed 23 October 2026; the new borough-wide order would replace the Romford town centre order.

Source: localgovernmentlawyer.co.uk (not the council's own site). Checked October 2026.

Assistance dogs: most council dog orders and beach bans exempt assistance dogs, such as guide and hearing dogs. Check the source if you are unsure.
