Council-wide dog rules, beaches and named places

Rules added

Dogs on a lead on roads, pavements, car parks, estate roads and communal areas, and in Hampstead Cemetery. Off lead in parks if under control.
No dogs in gated play and sports areas, four local nature reserves, and the north parts of Camden Square and Primrose Gardens, and Fortune Green.
Doesn't cover Hampstead Heath, Regent's Park or Primrose Hill, which have their own rules.
